PARK BOARD MEETING

MINUTES

 

Tuesday May 25, 2010

7:00 pm, Town Hall, Town of Troy

 

Members Present:

Jill Berke, Charlie Macdonell, Jim Freund, Greg Small, Brian Schwab, Suzanne Van Mele, Eric Starr

Call to Order 

Chair Berke called the meeting of the Town of Troy Park Board to order at 7:00 PM. 

 

1.      Adoption of Agenda

Member Small moved to adopt the agenda; second by Van Mele.  Motion was unanimously carried

 

 

2.       Approval of Minutes

The minutes of the April 27, 2010 and May 4, 2010 Park Board meetings were reviewed.  Member Freund moved to approve the April 27 minutes; second by Macdonell.  Member Macdonell moved to approve the May 4 minutes with minor corrections to item 3 under Glover Park; second by Van Mele.  Motion unanimously carried.

 

3.      Budget Review of Park Revenue/Expenditures for May 2010; Approval of any Invoices

 

The park revenue and expenditures, through May 2010, as prepared by the Town Clerk, were reviewed.  Income to date was $ 1,812.00; expenses to date were $6,544.76.  There were no capital expenditures.  Member Small moved to approve the income and expenditures through May 2010 as tabulated by the Town Clerk, second by Freund.  Motion carried unanimously.

 

Invoices:  None.

 

4.      Review current impact fees & county park funds

Impact fees available were $58,783 and County Park Funds were $ 95,063.29 as of April 30, 2010.

 

 

 

5.      Review Constable Report – Constable Mel Hermansen

§         Fishing opener was relatively quiet.  All parking spaces full in the morning at the Cove Boat Ramp, but opened up by the afternoon.

§         Ball fields were left with trash after the tournament May 15.  The south ball field was particularly messy. 

§         Pembles Access has seen moderate use on weekends.

6.      Park & Recreation Reports

      Cove Boat Ramp

a.      Status Report – Boat ramp concrete section realignment work, including Town Board’s approval for expenditure – Member Macdonell

The river level is still too high to begin this work.  The level needs to drop 1.5 to 2 feet before it reaches a typical summer level.  Macdonell will work with the contractor (Boumeester) to schedule the work.

 

b.      Report, other activity – boat ramp has been relatively quiet.

 

Glover Park

a.                  Discussion, Glover Park entrance improvement project.  Chair Berke acquired some perennial plants to fill in around some of the winterberry bushes at the park entrance.  The entrance sign to the park has been removed and is being re-stained, the road signs on N. Glover Rd.have been replaced.  Further park entrance improvements have been tabled until after the reconstruction of North Glover Road has been completed.

 

b.                  Presentation and discussion, Scout Aaron Schroeder regarding Eagle service project.  Schroeder would like to present his project proposal at the June 22, 2010 Park Board meeting.  He has decided to proceed with developing his plan and proposal such that the new trees would be planted during the fall planting season.

 

c.                  Discussion, purchase of picnic table – Member Small will look into tables available through the catalogs as well as regional providers.

 

d.                  Eagle Scout Recognition project – Member Freund is working on a plan to update the Eagle Scout Recognition board at the park pavilion.

 

e.                  Report, other activity - none

 

      Pemble's Access

a.             Discussion, activity at Pemble’s during “non-open” hours.  This item was tabled for a future Park Board meeting.

 

b.                  Report, other activity - none

 

9.   Update report: town parks website page – Additional updates and functionality is being developed.  Member Van Mele will email links for the updated pages to Board members to use to review and comment on the draft site pages, hopefully in time for the next Town Board meeting.  Please review and comment.  Revised draft pages will be discussed at the June Town Board meeting.

 

10.  Discussion -  possible recommendation to use Impact Fees and/or County Park Funds for the N. Glover Road Trail Project – Chair Berke has discussed this with the Town Board.  The Town Board felt that this may not be the best use of the Impact Fees, but that the trail project may be an appropriate use of the County Park Funds.

 

11. Correspondence – Dan Pearson (former Town Board member) received a letter from Town Supervisor Milo Oppengard of the Town of Kinnickinnic regarding on-road bike route trails.  They are considering developing on-road bike routes and were inquiring about the on-road bike routes in Troy.  Chair Berke will follow up with Oppengard.

 

12.  Announcements – St. Croix Valley Master Gardeners plant sale will be held Saturday June 5, 2010 at Octagon House in Hudson.

 

11.  Adjournment

 

Member Small moved to adjourn the meeting, second by Macdonell.  Motion unanimously carried.  The May 25, 2010 meeting of the Town of Troy Park Board was adjourned at 9:00 PM.
