PARK BOARD MEETING

MINUTES

 

Tuesday October 25, 2011

Call to Order 

Chair Berke called the meeting of the Town of Troy Park Board to order at 7:02 PM. 

 

  1. Adoption of Agenda

Member Macdonell moved to adopt the agenda; second by Van Mele.  Motion was unanimously carried

 

  1.  Approval of Minutes

The minutes of the September 27, 2011 Park Board meeting were reviewed.  Member Van Mele moved to approve the September 27 minutes with minor modifications; second by Supr. Kjos.  Motion unanimously carried.

 

  1. Budget Review of Park Revenue/Expenditures through October 2011; Approval of any Invoices

 

The park revenue and expenditures, through October 2011, as prepared by the Town Clerk, were reviewed.  Income to date was $10,414.56; expenses to date were $41,071.81.  Capital expenditures were $828.84.  Member Freund moved to approve the income and expenditures through October 2011 as tabulated by the Town Clerk, second by Small.  Motion carried unanimously.

 

  1. Review current impact fees & county park funds

Impact fees:  $63,365; and County Park Funds:  $ 95,454.97 as of September 30, 2011.

 

  1. Park Ranger Report

Pembles is now closed.  Cove Boat Ramp activity has dropped off, but usage is high when weather is good, especially on weekends.  The ball fields at Glover have been pretty quiet.  There have been a lot of hikers using the trails.  The trails are in excellent condition. The baseball shed was vandalized on or about October 13 and damaged beyond repair.  The baseball organizations have removed their equipment from the shed and will develop a replacement strategy by spring.

6.  Discussion and update report, Eagle Scout Project.  Eagle Scout candidate Curtis Schramm provided an update of his progress and a design for the bench he plans to construct and install.  He plans to begin work November 5 and hopes to have the installation completed by Thanksgiving. 

 

7.  Discussion and review, 2011 Budget.  The 2011 budget was discussed.  Member Freund moved to re-allocate capital budget items to 1) acquire the digger play event for the playground originally budgeted for 2012; and, 2) complete rip-rap work at the Cove Boat Ramp.  Discussion.  The amount to re-allocate would be up to $3,000.00, second by Macdonell.  Motion carried unanimously.

 

8.  Discussion and review, changes to 2012 operating and capital budget.   Board reviewed proposed 2012 parks budget due to request from Town Board to reduce the operating budget by $3,000.  Member Macdonell moved to remove the Cove Boat Ramp concrete sections misalignment repair line item ($2,750) and reduced the park planning budget by $250 (from $500), reducing the operating budget to $57,000, second by Starr.   Discussion.  Motion carried unanimously.  Member Macdonell will update the budget worksheet and distribute to Board members.

 

9.  Park & Recreation Reports

 

      Cove Boat Ramp

a.      Ramp area maintenance.  Windmill Marina will pick up the dock and gangway for winter storage within the next couple of weeks.

 

b.      Report, other.  No other activity to report.

 

Glover Park

a.      Project status of Eagle Scout recognition project.  Member Freund reported that the recognition board that lists are scout projects has been completed and installed next to the pavilion.  The original scout project history and recognition is now housed on the back side of the NW Trail Shelter structure. 

 

b.      Discussion and plan, tree removal project.  Member Starr has been in contact with the regional forester from the Wisconsin DNR regarding thinning the red pine stand at Glover Park.  Starr is contacting logging contractors to secure bids to conduct the thinning operation.  This work will likely be done next winter.

 

c.      Discussion, field maintenance issues.  Ball organizations looking into matter of ponding storm water at the North Field and how to resolve this issue.  The ball field shed has been vandalized.  See the Park Ranger Report for more details. 

 

d.      Discussion and consideration to return deposits to ball organizations.  Member Kjos moved to return the deposits in full to the baseball organizations from the 2011 season, second by Small.  Discussion.  Motion carried.  Chair Berke to contact clerk’s office to ask for checks to be mailed to both River Falls and Hudson ball organizations.

 

e.      Other.  Restroom holding tank was cleaned out by Darrel’s Septic on October 25, 2011.

11.  Announcements – The Town budget meeting will be held November 15.  The Rotary Halloween Parade event will be held 10/31/11 at Newton Field (E.P. Rock School) in Hudson.

 

12.  Adjournment

Member Macdonell moved to adjourn the meeting, second by Freund.  Motion unanimously carried.  The October 25, 2011 meeting of the Town of Troy Park Board was adjourned at 8:52 PM.
