Call to Order
Chair Berke called the
meeting of the Town of Troy Park Board
to order at 5:37 PM.
Adoption of Agenda
Member Freund moved to adopt
the agenda; member Macdonell seconded the motion. Motion was unanimously carried.
Park Site Visits
Inspect grounds and
facilities, consider recommendations:
Cove Boat Ramp
- Report and discussion, light at intersection of
boat ramp and North Cove Road
Macdonell
reported on existing light status with the home owners association and St. Croix
Electric Cooperative. In previous
actions, town board approved Town taking on operation & maintenance of the
light. Macdonell received an estimate
from St. Croix Electric Cooperative to install a new light arm and light and
change service to Town of Troy:
A. S/C Electric
to install a new arm and light fixture on existing pole

(same as existing – alternative 150 watt)

2) Light arm:
new arm to be 6 feet in length, old arm was 2 feet.
3) Installed price is $225. [Price in 2005 was $185, current retail price
would be $339.]
4) S/C Electric would own the equipment
B. Ongoing
service
1) Monthly rate:
$7.46 per month with 100 watt lamp, subject to electric rate changes
2) Monthly rate covers maintenance, replacement,
electric usage, etc.
3) Unmetered, automatic on/off – on at dusk, off at
dawn.
Member
Berke moved to approve the installation as listed above and incur the ongoing fees,
second by Schwab. Motion carried
unanimously.
- Water/ice
damage to landing: rip rap has been
damaged by ice and water and will require some additional work. Rob Jones of Cedar Corp, Gary Parent,
and member Macdonell will meet to see what kind of work will be needed to
repair the landing rip rap and if this is work the Town crew can do or if
it will require an outside contractor.
- There is a pile of brush at the intersection of
North Cove and the ramp that was the result of a tree that came down last summer. Member Macdonell inquired if this brush
could be removed by the town crew.
Gary Parent indicated that the town crew would remove this brush
once they have secured a location to dispose of the brush.
- No Parking Signs. No Parking signs are placed on each of
the roads out to ˝ mile from the ramp intersection. The town will be increasing this
distance to 1 mile. Member
Macdonell will work with the town crew to make sure the wording on each of
the signs is consistent with existing signage.
- Handicap access equipment for boat ramp. Equipment was damaged last summer. According to Cedar Corp, this is a
typical problem for this type of equipment.
Pemble’s Access
- Position heavy duty steel posts with roping
along north and south border of access as water recedes to normal
levels. Town crew will complete as
water recedes.
- Straighten signs: Town crew will straighten tilted or bent
signs as needed.
- Potholes:
Town crew will patch potholes in access road as needed.
- Litter:
Town crew will collect litter and trash that has accumulated at the
site since it was closed last fall.
Park Ranger has been collecting litter at the site as time allows.
- Alcohol consumption: The Park Board has noted that alcohol
consumption is prohibited at Pembles, and, as such, has requested
assistance from the Constables in enforcing the town ordinances on this
issue. Constables would like some
guidance on how to enforce the issue, as they do not have legal authority
to request identification from alleged offenders, and hence any citations
issued would be virtually impossible to enforce without accurate
identification of the offender. The
Park Board recommends that the constables seek guidance from the Town
Board and the St. Croix County Sherriff Department on how to proceed with
this.
Glover Park
- Omaha
Road –
entrance to park needs sign replacement.
Old sign was stolen, developer has indicated that they would
replace it. Board directed Chair
Berke to purchase a new sign using Park Board funds.
- Buckthorn/prickly ash removal project: Park Board will review additional
removal projects from volunteers as they arise.
- Parking.
Should additional parking be added near the current soccer field or
elsewhere? Additional parking was
an element of the ballfield expansion project.
- Restrooms:
Cracks in concrete block walls – need to be repaired before
moisture enters and allows for further frost damage; roof of restroom
needs to be replaced including shingles, sheathing, flashing, etc. Member Schwab will look into developing
a bid specification and soliciting bids for re-roofing the restroom.
- Prairie Garden: Chair
Berke will be sprucing up the prairie garden and adding additional plants.
- New trail map/shelter structure: Chair Berke will confirm if Connor Roe
(and family) are still willing to construct a map case for the east side
of the structure and install it.
- There is a cedar tree near the northwest picnic
area that has been damaged. Members
Freund and Macdonell have volunteered to prune this tree to enhance its
presence.
- Trash Receptacles: Town crew will add “recyclables” lid to
one of the containers in the trash receptacles within the park.
- Dog waste:
Chair Berke inquired if the Board felt that dog waste bag dispenser
posts could be installed at Glover.
Given the amount of residents using the park facility while walking
dogs, it would appear to be a concept worthy of evaluation. Members agreed that it should be
evaluated further. Chair Berke will
look further into this and place it on a future Park Board agenda.
- Sand box/playground area: Sand around excavator toy needs to be
filled to cover the concrete base of the toy. Town crew will install additional sand
in the play area and rake to cover the concrete base of the toy.
- Picnic Tables:
A number of picnic tables have graffiti markings on them. Town crew will acquire a belt sander and
remove the graffiti with the sander.

Member Freund moved to
adjourn the meeting, seconded by Macdonell.
Motion unanimously carried. The May
6, 2008 meeting of the Town of Troy
Park Board was adjourned at 8:17 PM.
