PARK BOARD MEETING

Tuesday June 30, 2009

Call to Order 

Chair Berke called the June 30, 2009 meeting of the Town of Troy Park Board to order at 7:05 PM. 

 

Adoption of Agenda

Member Macdonell moved to adopt the agenda; second by Schwab.  Motion was unanimously carried.

 

Approval of Minutes

Minutes of the May 26, 2009 Park Board meeting (prepared by Eric Starr) were reviewed.  Member Macdonell moved to approve the minutes; second by member Freund.  Motion unanimously carried.

 

 

Review of Park Revenue/Expenditures through June 29, 2009; Approval of Invoices/Impact Fees

The park revenue and expenditures, through June 29, 2009, as prepared by the Town Clerk, were reviewed.  Income to date was $3,921.30; expenses were $10,403.54.  Capital expenditures were $4,730.91.  Member Macdonell prepared a spreadsheet detailing the summary values submitted by the Town Clerk.  Member Schwab moved to approve the income and expenditures through June 29, 2009 as tabulated by the Town Clerk, second by Freund.  Motion carried unanimously.

 

Impact fees available were $81,213.72 and County Park Funds were $94,065.19. 

 

 

Constable/Park Ranger Report 

The Constable/Park Ranger Report was reviewed.  The Constables reported relatively light usage of Glover Park during June.  Usage at the Cove Boat Ramp has been high.  Usage at Pemble’s Access has been high when the weather is warm.  The visitors during the weekdays tends to be families.  Weekend use has tended toward non-families and a rowdier crowd.  Trash containers at Pemble’s are often filled with beer cans and bottles.  This matter has been raised with the Town Board, as well, and the Town Board has agreed to redirect additional Sherriff patrol hours to park patrol, particularly at Pemble’s.

 

 

Update on Eagle Scout Project – Trail Marking, Vince Thao

Vince Thao has placed marking tape at proposed trail marking locations.  These locations have been approved by Member Small. 

¨       Trail marker plates will be diamond shaped aluminum plates with colored reflective film adhered to the surface, each trail having its own color. 

¨       The marker plates will be nailed to trees where feasible using minimum 3” galvanized nails. 

¨       Trail intersection marking posts will identify trails by color and name. 

¨       Summit Loop trail will also be signed by Thao. 

¨       Thao will generate a materials list at Menards and have the Town Road Crew purchase the materials. 

¨       Current plans are to begin the project on or about July 9, 2009.

 

 

Update on Eagle Scout Project – Trail Kiosk and Pavilion Staining, Bryce Dierke

 

¨       Dierke has modified the design of the kiosk in accordance with Board comments.  The revised design will be consistent with the trail shelter installed northwest of the North Ball Field.

¨       Dierke will contact Connor Roe to determine what stain he used for the NW Trail Shelter, as Dierke will consider a stain similar in color.

¨       The pavilion will be stained with a similar stain color as the trail shelter and new kiosk.

¨       Current plans are to begin the project in late July 2009.

 

 

Park & Recreation Reports

Cove Boat Ramp

  1. Usage Report: 

Heavy usage, especially on weekends. 

 

  1. Status on rip rap project - Macdonell: 

Rip rap repairs are waiting on Cedar Corp. and contractors’ estimates.  Rip rap repairs are needed below the water line along the edge of the concrete ramp and above the water line on the north side of the ramp.  In addition, Cedar Corp. is planning the repair/realignment of the concrete ramp panels.

 

  1. Possible realignment of Cove Road south of the Cove Boat Ramp: 

The Town is considering realignment of Cove Road south of the ramp to provide for better sight lines and a safer intersection.  The Park Board supports efforts to improve the safety of the intersection. 

 

 

Glover Park

A.      Update of North Ball Field construction projects – Schwab/Macdonell

Equipment shed has been acquired and ball associations plan to complete installation soon.

 

 

 

 

B.     Status, updated park and trail map – Daun

Member Daun was not able to attend the meeting.  The Board would like to delete all tree symbols from the map, add a North arrow, add the parking lots/drive (if not on the map), and a “you are here” arrow.  Discussion and consensus to “color mark” the trails on the engraved map to correlate with the coded trail markers.  Member Small volunteered to  “color in” with appropriate paint medium by hand onto the engraved prototype trail map that Daun previously created at his workplace, Preco Laser.

  

C.     Report of trail extension completion

“Summit Loop” trail has been completed.  Trail Source has submitted an invoice for the trail construction, in the amount of $2,185, as quoted.

 

D.     Update of potential Eagle Scout project – Sam Green, Troop 140 – Small

Member Small has not had further contact from Sam Green since the initial meeting in May.

 

E.     Update report, playground equipment inspection and compliance – Berke & Schwab

Repairs to existing equipment will cost $1149 for parts (spiral slide yellow hood entrance replacement section, and 16” kick plate) and shipping, with installation to be completed by the Town crew.  The accessibility ramp from the pavilion to the playground equipment should be reconstructed in 2010.  Additional sand is needed to bring the grade to an appropriate elevation to be in compliance with the equipment fall height and critical height  requirements.  Member Starr, with help from member Small will determine how much sand is necessary to bring grade elevations up. 

 

F.      Review Request For Proposal for new playground equipment – Schwab/Berke

The RFP was reviewed by the Board.  Minor modifications to the format were recommended.  In addition, sections on payment terms (paid upon satisfactory completion) and warranty should be added. 

 

G.    Update report, Park Entrance garden grant – Berke

Chair Berke was awarded a grant in the amount of $295.00 from the St. Croix Valley Master Gardener’s Association for the installation of shrubs near the park entrance sign.  Member Freund volunteered to work with Chair Berke to install planting this summer.

 

H.     Update report, water pump maintenance and use

Some repairs have been conducted by the Town Crew and Hoyer Well.  However, the hand pump is still not very user friendly.  Member Small will contact several well contractors to determine if there is a more user friendly alternative than the currently existing unit.

 

I.        Discussion, vegetation overgrowth on some trails

Several trails are experiencing significant overgrowth of brush.  Member Freund will contact the Town Crew to determine if they can assist with some brush removal.

 

Pemble’s Access

  1. Update on usage:  Usage of Pemble’s has been heavy, especially during warm weather.  There also appears to be significant after-hours usage, along with beer can litter and some vandalism.

 

 

Committee Reports

None.

 

Review of 2009 Budget

Member Macdonell prepared a detailed spreadsheet showing the expenses against budget for each month, as well as running totals.  This spreadsheet will be updated monthly to provide greater level of detail for Board review.

 

Discussion of Board Member Term Renewals

Terms for Chair Berke and Member Daun end August 9, 2009.  Member Small moved to recommend to the Town Board to renew the terms of Berke and Daun, second by Starr.  Motion carried unanimously.

 

 

Discussion, acknowledgement to Randy Lau for volunteer efforts – ball field project

Member Schwab will prepare some text for a certificate and/or plaque for Board member review in July.

Member Macdonell moved to adjourn the meeting, second by Freund.  Motion unanimously carried.  The June 30, 2009 meeting of the Town of Troy Park Board was adjourned at 10:20 PM.
