PARK BOARD MEETING

Tuesday June 24, 2008

7:00 pm, Troy Town Hall

Call to Order 

Chair Berke called the meeting of the Town of Troy Park Board to order at 7:05 PM. 

 

 

Adoption of Agenda

Member Macdonell moved to adopt the agenda; member Schwab seconded the motion.  Motion was unanimously carried.

 

 

Approval of Minutes

The minutes of the May 6, 2008 Park Board Meeting were reviewed.  Member Macdonell  moved to approve the minutes with one correction; member Freund seconded the motion.  The second sentence in item 5 under the Cove Boat Ramp should be terminated after the word “summer”.   Motion unanimously carried.

 

The minutes of the May 27, 2008 Park Board Meeting were reviewed.  Member Macdonell moved to approve the minutes; member Freund seconded the motion.  Motion unanimously carried.

 

 

Review of Park Revenue/Expenditures through May 2008; Approval of Invoices/Impact Fees

  • The park revenue and expenditures through May 2008 were reviewed.  It was noted that impact fees for park improvements total $115,765.00 and County Park Funds total $92,113.93.

 

  • Member Freund moved that the revenue and expenditures be approved as tabulated by the Town Clerk.  Seconded by Macdonell.  Motion unanimously carried.

 

 

Constable/Park Ranger Report 

§         7 citations and 4 warnings were issued at the Cove Boat Ramp

§         1 warning was issued at Glover Park

§         2 signs were stolen at Glover Park (rules and regulations signs)

§         3 vehicle parking signs were missing from Pembles

 

Member Freund observed that 2 vehicles with trailers were parked in parking stall #12 last weekend and 9 vehicles were illegally parked at Carpenter Nature Center lot.  These vehicles were all ticketed by the Sherriff.

 

Member Macdonell was asked by the Board to discuss with Town Board Chair Knapp having the constables step up their enforcement of parking regulations at the Cove Boat Ramp.

 

 

Continued Preparation for Plan Commission Meeting

Next Plan Commission meeting is July 10, 2008.  The Park Board is on the agenda for the meeting around 8:30 PM.  Discussion was presented regarding the additional park planning information provided by Cedar Corporation and from a meeting between Patrick Bielfuss of Cedar Corp and members Berke, Schwab, and Small.

 

 

Park Board Vacancy

The Park Board continues to seek nominations to the Park Board for the seat vacated by the departure of Jan Cuccia.

 

The term of Charlie Macdonell is due to expire in August 2008.  Member Schwab moved to recommend to the Town Board that Macdonell be reappointed for another term to the Town of Troy Park Board.  Freund seconded the motion.  Motion unanimously carried.

 

 

Park & Recreation Reports

 

Cove Boat Ramp

  1. Status Report: 

River level is receding.  Dock will be moved to “normal” location as water returns to a “normal” elevation.  Discussion was presented regarding modifying the fee envelopes for boat ramp permits in the future.  There is interest in adding text to the envelopes that will remind permittees that parking is on a first come, first served basis and that parking is limited to the 12 designated stalls.  Chair Berke volunteered to look into these text changes with the Town Clerk.

 

Member Macdonell installed 2 additional “No Parking” signs and has 2 more to install at the Cove boat Ramp.

 

 

 

Glover Park

  1. Ball Field Project:

Member Macdonell provided an update and presented the proposal for the additional ball field prepared by the baseball organizations.  The baseball organizations would like to start preliminary work on the new field in late July and start the renovations of the existing field after the current baseball season ends (7/31/08).  Their goal is to have the work largely completed by early September so that there is sufficient time to allow for grass growth, settling, etc.

 

Freund moved that the Board accept the ball field plan as outlined in the proposal.  Specifically, the motion includes the following three elements:

 

A.  Construction of facilities and purchase of materials and equipment for the Glover Park Baseball Fields Project as specified in the proposal package

 

B.  Expenditure of capital funds by the Town of Troy for the indicated items in the Project as shown in the proposal package, which, after allowing for in-kind donations to the Project, shall not exceed a net amount of $37,000 in total. 

 

C.  The Outline of Understanding included in the proposal package which entails a seven year commitment of priority reservation and use of the two Glover Park baseball fields by HBC and RFYBO under specified  conditions.

 

Member Schwab seconded the motion.   Motion unanimously carried.

 

 

  1. Report of insect infestation of neighboring pines – Freund

Member Freund and neighboring landowner Eric Starr met with the WDNR Forester, Dahn VonyonBorh ( WDNR – Baldwin) regarding red pine trees on Starrs property that were dying.  VonyonBorh found indications that the red pine bark beatle was present on the Starr property and he recommended that the affected trees be cut down and burned in their entirety at Starr’s earliest convenience.  VonyonBorh did not identify any signs of the beatles’ presence within Glover Park.  However, he indicated that the red pines on both the Starr and Town properties were too closely spaced and should be thinned within the next year or two.  Selective thinning is recommended in red pines every 10 to 12 years.  VonyonBorh indicated he would be happy to work with the Town and Starr to mark the trees to be removed.

 

 

  1. Mapping Project.  Sign engraving – Mark Daun

Member Daun was called away on business and was not present to report.

 

 

  1. Status of the trail finishing, boardwalk recommendation

Trail Source completed the trail finishing as contracted.  They also recommended that the new trail in the southwest corner be augmented with a board walk.  Several reaches of the new trail in this area cross the bottom of the ravine where storm water frequently flows and/or pools before draining off.  It is this area that could use a board walk.  Chair Berke indicated that she would contact Trail Source for specifics regarding their recommendation and to get a ballpark estimate for boardwalk installation. 

 

 

  1. Field Use Reservation Procedure continued discussion

No discussion on this topic.  Discussion tabled until completion of the ball park project.

 

 

  1. Signage at Omaha Road, and Sign Replacements in Glover Park. 

The new sign on Omaha Road was installed.  However, the address sign for the neighboring lot to the west is clearly located within the park property and should be moved.  Chair Berke will follow up with Supervisor Pearson to get this situation resolved.

 

The large park rules sign and the smaller park patrol sign were stolen from the pavilion area at Glover Park.  Chair Berke obtained two estimates for sign replacement.  The estimate from Lebo Sign in Hudson was $410 and the estimate from Sign and Design (Lakeland, MN) was $625. 

 

Member Freund moved to accept the Lebo estimate of $410 and have them prepare the sign with the Town crew to install it.  Member Small seconded the motion.  Motion carried unanimously.

 

 

 

Pemble’s Access

  1. Report of usage

Usage in June was very light, but water has been high.

 

 

Committee Reports

Trail marking and naming committee

The committee met at Homestead Parklands on Perch Lake, a St. Croix County Park to view the hiking trail system, markings, and naming conventions.  Following the visit to Homestead Parklands, the group traveled to Willow River State Park and observed the hiking trail system, markings, and naming conventions.

Announcements

The revised parks ordinance was presented to the Town Board at the last Town Board meeting.  Only minor changes to the ordinance were made by the Town Board.

Member Schwab moved to adjourn the meeting, seconded by Freund.  Motion unanimously carried.  The May 27, 2008 meeting of the Town of Troy Park Board was adjourned at 11:00  PM.
