Call to Order

called the meeting of the Town of

Adoption of Agenda
Member
Macdonell moved to adopt the agenda; second by Freund. Motion was unanimously carried.
2.
Approval of Minutes
The minutes
of the October 27, 2009 Park Board meeting were reviewed. Member Schwab moved to approve the minutes
with minor corrections; second by Van Mele.
Motion unanimously carried.
3.
Budget Review of Park
Revenue/Expenditures for November; Approval of any Invoices
The park
revenue and expenditures, through November 2009, as prepared by the Town Clerk
and Member Macdonell, were reviewed.
Income to date was $8,927.35; expenses to date were $26,253.36. Capital expenditures to date were $27,966.16. Member Small moved to approve the income and
expenditures through November 2009 as tabulated by the Town Clerk, second by
Member Freund. Motion carried
unanimously.
4.
Report of Park Impact Fees:
Impact fees available were
$85,284.00 and County Park Funds were $94,720.56.
5.
Review Constable Report – Mel Hermansen, Town Constable
¨ Cove Boat Ramp has seen moderate
use, still a few diehard fishermen out on the river.
¨ Pembles is closed, nothing unusual
¨ There has been quite a bit of
playground activity with extensive use of the new space net.
¨ Constable Hermansen noted that the
vent grill on the women’s restroom needs to be repaired. Hermansen will follow-up with the Town crew
regarding this.

Park & Recreation Reports
¨ Rip Rap and Ramp Repair
Project: Contractor began work on the
rip-rap on 11/30/09 and plans to be completed by the end of the week.
¨ Status, new signage: Member Macdonell reported that the new “No
Snowmobiles” sign has been installed at the landing, now one sign faces the
river, one faces inland. The new “Parking
by Permit Only” signs have been installed near the ramp parking areas.

Status
Report, Playground accessible surface:
Member Schwab reported that the new Accessible Surface tiles have been
installed and are available for use. The
town crew will need to add some additional sand to bring the sand depth to the
necessary depth as they have time.

Report, recognition plaque at north ball field
Chair Berke received a printer’s
proof of the proposed plaque to be fabricated by Riverland Laser in

Report, Maps for NW Kiosk and Pavilion map board
Chair Berke reported that Mark Daun
has acquired and finished the birch plywood the maps will be engraved
upon. Because it takes an extensive
amount of time to program the laser engraving machine and then to engrave each
sign, Daun indicated that the signs need to be engraved during periods the
laser engraver is not in production mode.
He anticipates having the map completed by late winter or early spring.

Preparation
for winter snow clearing in parking lots
Chair Berke will discuss with the
town crew clearing snow from each of the paved parking areas at Glover park
this winter.

Other
Activity
Member VanMele has created a sample
web page for the parks as part of class project. She will be in contact with Supervisor Jan
Cuccia the Town Clerk to begin a dialog on the potential to upgrade the Parks
portion of the Town’s website.
Park closed for season.
The 2009
budget was reviewed. Parks spending for
2009 are projected to be under budget.
The work for the Cove Boat landing will be completed within the
week.
Member
Berke moved to authorize Member Macdonell to review and approve the invoice
from Boumeester Construction when the boat ramp work is completed up to a
maximum of $6,750, as budgeted for 2009, second by Freund. Motion carried unanimously.
Member
Macdonell moved to approve the Lebo Sign invoice for the “No Power
Launching/Loading” sign subject to satisfactory completion before payment,
second by Schwab. Motion carried
unanimously.
The Town
Board reviewed and accepted the Park Board’s 5th revision of the
2010 budget, including $45,000 operating budget and $10,000 capital budget.
The Board
consensus regarding payment for lawn care in 2010 was that Lawn Barbers should
invoice the Town six times in 2010 beginning in May, each invoice covering 1/6th
of the approved lawn care budget of $10,255.
The Board
has established the following dates for regularly scheduled Park Board meetings
in 2010: January 25, February 23, March
23, April 27, May 4 (Parks Site Visit), May 25, June 22, July 27, August 24,
September 28, October 26, and November 30.
