ARTICLE I
Weight
Limits

§ 156-1. Roads to be posted.
A. All roads so posted shall have appropriate signs posted at the
entrance and exits to indicate road weight limitations.
B. The weight limit in either pounds or tons shall appear on each
sign which is posted to give reasonable notice to anyone entering such Town
highway that such road is limited to the weight specifications.
§ 156-2. Violations and penalties.
Any person who violates
Troy road weight limitations and restrictions shall be required to pay a
forfeiture as provided in Chapter 39, Citations, of this Code [§ 348.21(2),
Wis. Stats.].
ARTICLE II
Parking
Restrictions

§ 156-3. Truck parking restricted.
A. There shall be no truck parking where posted. “Truck” is any
vehicle over 8,000 pounds gross vehicle weight.
B. Roads to be posted:
(1) Pine Ridge Terrace.
(2) Sun View Drive.
§ 156-4. No parking areas.
There shall be no parking
at any time on the following roads or parts of roads:
A. Glemont Road, 300 feet either way from Beach Road.

Any person who violates
this article shall be required to pay a forfeiture as provided in Chapter 39,
Citations, of this Code.
ARTICLE III
Speed
Limits

§ 156-6. Authority.
Pursuant to §§ 346.54,
346.57, 346.59 and 349.10, Wis. Stats., and all other applicable state
statutes, the Town of Troy hereby enacts this article to codify and establish
the speed limits on Town roads, declare the Town's authority to make temporary
reductions in speed limits during road construction, maintenance and repair
projects and to set forfeitures and establish the manner of enforcement of this
article.
§ 156-7. Official Speed Limit Map.
The Town's Official Speed
Limit Map contains specific speed limits for Town roads identified thereon. It
is hereby made a part of this article and shall be updated as roads are added
or speed limits modified as authorized by state law. Modifications to the
Official Speed Limit Map shall require Town Board approval.
§ 156-8. Speed limits established.
The provisions of §§
346.57 and 346.59, Wis. Stats., establishing maximum and minimum vehicular
speeds on Town roads, shall apply in the Town. In the absence of any other
posted limit, the speed limit on Town roads shall be 55 miles per hour. Lower
speed limits apply as posted and established on the Official Town Speed Limit
Map or as set forth herein:
A. Thirty-five miles per hour where, on either side of a Town road
and in any thousand-foot stretch on either side of the road, buildings in use
for residential, business or industrial purposes and fronting on the road are
on average less than 150 feet apart.
B. The posted speed limit on platted subdivision roads, where the
design and engineering of the road to a specified speed limit have been
approved by the Town and state as part of the subdivision approval process.
C. The posted speed limit on older Town roads and as further
established on the Official Speed Limit Map, where said roads have been in
existence, were designed and built prior to the enactment of state law that
might otherwise purport to establish speed limits at a higher level than what
is posted.
§ 156-9. Temporary speed limit reductions.
To protect the safety of
road construction and maintenance workers, pedestrians and road users, the Town
Chairperson may authorize the posting of a temporary speed limit reduction for
the duration of a Town road construction, reconstruction, maintenance or repair
period. Temporary speed limits so imposed may be posted with signs or portable
supports, provided that the bottom of any such sign shall not be less than one
foot above the surface of the pavement or road shoulders, as required by state
law.
§ 156-10. Enforcement.
A. Penalty. Any person violating the speed limits set forth in this
article and/or shown on the Official Speed Limit Map may be required to forfeit
an amount as provided in Chapter 39, Citations, of this Code. If the operator
of the vehicle violates this article in work in a highway maintenance or
construction area or in a utility work area, while workers are present, the
minimum and maximum forfeiture specified are doubled. The operator of a bicycle
or electric personal assistive mobility device who violates this article shall
forfeit an amount as provided in Chapter 39, Citations.
B. Manner of enforcement. This article shall be enforced only by a law enforcement officer. Town Constables are not authorized to stop vehicles or issue citations under this article.
